who was Joe Morgan?why was he waiting for Dr.Andrew?

Joe Morgan was a burly driller in Bryngower who lived in Number 12 Blaina Terrace. He had come to Andrew because his wife was in labour and she needed a doctor. She was prematurely in labour and there was a possible threat to her life. The burly driller expressed relief upon seeing Andrew and they set out together towards his home to tend to Joe's wife.
