Why a bacterial cell must be made 'competent' to take up DNA? Explain the steps in which a bacterial cell is made " competent" to take up plasmid rDNA ?( No links please )

Competent cells are the bacterial cells which are ready to be used for DNA technology.  They have altered cell walls through which foreign DNA can be passed easily. Cells are made competent so that they can take up foreign DNA. 
The method for making the bacteria competent is to suspend them in a solution of high concentration of calcium ions. By this competency is achieved by creating pores in the bacterial cell wall.

A bacterial cell must be made competent because dna is a hydrophobic molecule which cannot pass through the cell wall and membrane . Heat shock os used to make bacterial cell competent.
