Why are borrowing from SHGs not used for productive purposes?

The borrowing from Self Help Groups can be used for both productive as well as for non-productive purposes. A farmer may take loan for productive purposes like buying seeds and other inputs etc and also for non-productive purposes like daughter's marriage.
