Anushka, its really all about the position of planets and the light of d sun. In APRIL MAY there is a lot of heat in middle east parts of India and the world either and u may had noticed that at that time there is same in mumbai and most of the west coast... and u know Shimla is in Himalayas so they get some cool from their surroundings. While for polar regions its like a very minute or u can say 0.0001% amount of heat reaches there b cause of  the round shape of our earth and not all sunrays can cover all parts of the world. And poorer rainfall is due to their own environmental and biological diversities in reference to climate of western coasts. That's All !
