why are small children given tetanus injections even before an injury?

The tetanus vaccines are given to the child because the vaccination  build the capacity of protection before the disease attacks. Tetanus bacteria are very common. They can get into tiny wounds that you aren't even aware of. Everyone needs to have antibodies against the poison that tetanus bacteria can release inside your body if they start growing in a wound.
