Why are some functions of the municipal corporation optional??

Dear Student,

There are two types of functions of Municipal Corporation,
1. Obligatory functions
2. Discretionary functions

Obligatory types of function are compulsory, these must be performed by the municipal corporation, and Discretionary function are optional functions, which are not compulsory but may be performed depending upon the final resources left after performing obligatory functions.

Some examples of Discretionary functions are -
- Opening orphan houses.
- Survey of building and lands.
- Construction of public parks, gardens, public houses etc.
