Why can't toulene be taken as the main benzene derivative in the iupac name
Can we name it toulene and not phenol?

In naming of aromatic organic compounds, the rules are not simple and mostly the common name are used in IUPAC naming.
In this case phenol is considered as parent chain and methyl groups are considered as substituents.
Hence, its name would be 3,4-dimethylphenol.
