Why couldn't Jimmy arrest Bob?

Dear Student,
Jimmy and Bob were best friends. But Bob was now a criminal and it was Jimmy's duty to arrest Bob. So, Jimmy sent another officer, in plain clothes to arrest Bob in order to perform his duty so that both friendship and duty goes side by side.
