Due to the geographical reason Delhi is more hotter than Shimla because Shimla is situated at the higher latitude than Delhi and there is decrease of 6oC as you go up 1 km Above Sea level.

shimla is cooler than delhi in summer because shimla has hi altitude whereas delhi has less altitude and shimla is far away from equater and delhi lies near equator

Delhi is hotter than Shimla because Delhi is situated nearer to the equator than Shimla and Delhi is situated at a lower altitude whereas Shimla is located at a higher altitude than Delhi.
