Why did Evans choose to go to Newbury after his last escape from the hotel?

Evans chose to go to Newbury because it had been a decoy in his initial plan of escape, used as a ruse to hide his actual location. His second escape led him to think that having already used Newbury as a decoy, the police would think that Evans would not use the same location once again. Thus, Evans chose to go to Newbury because it was relatively safe compared to other locations which had not been mentioned before.
