why did jaya say to velu that to not be caught even if he has done nothing unlawful??

Jaya told Velu to be careful even though he hasn't done anything unlawful because the police in India follows the practice of putting unsespecting and innocent street children behind bars. If a child falls behind bars, every bit of prison will try to turn him into a full grown criminal.
