Why did M Hamel say "I won't scold you little franz, you must feel bad enough"

Dear Student,
M Hamel didn't scold Franz as it was his last lesson. It was a French lesson and the language was being forbidden by the Government. M Hamel realised that Franz would be already feeling bad enough, for not being able to prepare his lessons when he had the time and now the right to learn was forcefully being taken away from them. He realised that the texts and the language that they had deliberately taken for granted, were now precious and no matter how hard they tried they couldn't hold onto them.
