why did samudragupta decide not to annex the kingdoms of dakshinapatha?

Samudragupta did not annex the kingdoms of Dakshinapatha into his empire as he realised that it would be difficult to rule Dakshinapatha from northern India. The modes of transportation was not well developed in those times.
