why did the author call indian's "a flock of sheep"?

Indians have not been referred to as ‘a flock of sheep’. The author says that when a sheep goes somewhere, the entire flock follows it blindly. Such reference is made to explain how people forgot to mention the name of the village where Ranga lived. Books in those days were primarily written by English sahibs and they knew nothing about the village of Hosahalli. Therefore, here, the people who made maps did not hear or get the mention of this village and thus, forgot to name it in the map of India. The people like these cartographers are known as ‘flock of sheep’.
