why do animals can't say like people or people could not speak like them.

The animals cannot speak like humans because, the area of brain which is responsible for speech and language learning (Broca's area)  is most developed in humans and less developed in animals. Among the humans if somehow this area  got damaged because of injury, the person becomes incapable to speak.
