Why do only well polished objects(such as a mirror) help derive a reflection if all objects can reflect light?

When a ray of light hit a smooth surface , it will bounce back. This is known as reflection of light. There are different types of reflection like regular/specular reflection, diffused reflection,and multiple reflection. 

Mirrors, smooth metal surface and clear water shows specular reflection. They reflect almost all the light incident on it uniformly.The angle of incidence and the angle of reflection are same. So there will not be haziness or blurring of the image. 


Other surfaces may have rough surfaces due to wear and tear, scratches,dents or dirt. Sometimes the material may be made up of rough matters. This will reduce the quality of reflection and brightness.Here the rays incident at different points will be reflected in completely different angles. So the image will be blurred.
