Why do we add household after Rural Agricultural labour... And Urban Casual Labour.

What is the use and need of stating household. Below pic is from NCERT economics.

Dear Student,

Household is usually defined as one or group of persons who reside in the same house or who share a common living space. Usually, a family living within the same dwelling is considered as a household. In the discipline of economics, household is considered as a basic unit with which various economic policies are prepared by the government. This is exactly the reason why "agricultural rural households" and "urban labour casual households" phrases are used to explain the poverty and vulnerability of these groups. The paragraph analyses poverty from a family perspective instead of individual basis, that is why these labour groups are mentioned as households.
