WHY DO WHALES AND DOLPHINS KEEP COMING UP TO THE WATER SURFACE?

Whales and Dolphins do not have gills. They perform respiration through their lungs. Thus, they cant breathe underwater. 

As a matter of fact, they are adapted to hold their breathe for a long time.

Thus, they keep coming to the surface for inhaling oxygen.
