Why does an air filled balloon rise up slightly when punctured from below?

when punctured from below the air moves out from below. This can be viewed as if the balloon is pushing air downward. So according to Newton's 3rd law air moving out applies equal and oppositr force on the balloon as a result of which the balloon slightly moves upward.
