Why does O2 reacts with O to form O3 molecules? why are O3 molecules and not ions? Why is O# much more stable than O2?

In stratosphere, oxygen molecules (O2) in presence of UV radiations form atomic oxygen(O). This atomic oxygen is very reactive. It reacts with O2 to form O3, ozone.
O2 + hv  2O
O2 + OO3
​There is no net charge over ozone structure. Hence, it is a molecule not ion.
Ozone is less stable than oxygen.
