Why does ppl living at a height of 4200m n above increase their RBCs by nearly 30%

The reason is behind this is that blood contains haemoglobin – a specialised protein that binds to oxygen in the lungs so that the oxygen can be transported  easily to the rest of the body parts . The level of haemoglobin in blood increases at high altitude.
