In winter Northwest parts of India get some rains due to cyclone depression also known as Western Disturbances, which occurs in Mediterranean Sea and blow towards the Iraq, then Iran, then Afghanistan, then Pakistan and after that it reach in the Northwest part of India. And the cyclone or the air current carries with it for the rainfall. So, that's why Punjab receive rainfall in winter.

Punjab gets rainfall in winter coz it is blessed by virtue of retreating SW monsoons. Due to migration of sun in july-august towards south of India, monsoons move back through Punjab and due to presence of orography , gives rainfall. It's the state to receive rainfall for a very short duration too.:-)
