why does the glow electric bulb become warm?

The purpose of an incandescent bulb is to produce light. The current flowing through the filament of the bulb heats up the filament due to Joules heating and the bulb glows. The heat that is responsible for production of light in the filament heats up the bulb. In case of fluorescent bulb like CFL or tube light the gas within the bulb conducts at high voltage. The conducting gas becomes hot making the bulb warm.

The filament of the bulb is a good resistor designed as per specifications. When the current passes through it, it produces tremendous amount of heat. This heat produced is so high that it starts emitting radiation, and that is how you get light from a bulb. But, at the same time some of this heat is also lost through the walls of the bulb, due to which it is very heated, and you can burn your hand if you touch it.
