why does the narrator display endless anguish for rules and regulations regulations in India according to the chapter the ailing Planet The Green movement's role

Dear Student,

In the lesson 'The Ailing Planet: the Green Movement's Role', the narrator talks about the distress caused by the disrespect of the laws implemented by the Government. In the Constitution of India, there is a law which states that “the State shall endeavour to protect and improve the environment and to safeguard the forests and wildlife of the country”, but the common people and even the government officials don't respect nor enforce these laws in India. This has led to growing depletion of our forests and other natural resources.
