Why doesn't the Government Of India utilize the GDP of the country more in infrastructure and why just 5% of the GDP?

If the Govt. Of India spends more on the infrastructure won"t it contribute to the economic development of the India?

Thus, it must divide the expenditure carefully so as to make the best utilisation of the resources and which is best from the social welfare point of view.
