Why expenditures incurred by normal residents and government in the foreign country is included in expenditure method? As it does not reveal any current flow of goods and services of domestic country. Explain

Expenditure incurred by normal residents and government in foreign country is not included in expenditure method. Expenditure incurred on domestically produced goods is only included in expenditure method. Expenditure incurred by government in foreign country  for embassies is only included in expenditure method.
