Why fluoride ion is the weakest reducing agent..?

Stronger is the reducing agent the weaker will be its corresponding oxidizing agent. Hence, as fluorine gas is a strong oxidizing agent and its corresponding F- is a weak reducing agent. As we know that, in order to be good reducing agent it need to efficiently oxidise itself. But the flouride ion is found to be difficult to oxidise. It is due to the small size of the fluoride ion, which brings the positive and negative ions very close to each other and therefore strongly attracted to each other, and this gives them comparatively high lattice enthalpy.
