Benefit of reservation is mainly in higher education and government employment. However, for the beneficiaries of reservation to actually take advantage of the opportunity of higher education and employment, they must have a proper foundation of primary and secondary education in school. But the quality of school education, particularly government education, remains low in may parts of the country. Hence, with weak school education, reservation in higher education and employment may not benefit everyone. The way to ensure development for all sections of Indian society is by providing improved educational and health facilities for everyone.
