Why is a vacuole not considered as a cell organelle?

Vacuoles are considered as cell organelle.

Vacuoles are membrane-bound organelles in the cells, which are believed to store ergastic or non-protoplasmic materials of cells. In plant cells, vacuoles are large in size, while in animal cells vacuoles are small.
