Why is colonial government never tried to conserve resources?

The concept of resource conservation is a relatively new concept. It started gaining importance since the 1970s when problems of pollution, ozone depletion and resource depletion started becoming serious. This happened due to large scale industrialisation in the world and rapid population growth.
During colonial period, resources were regarded as plentiful. The technology of production was still relatively traditional and population growth was moderate. Hence, hardly anyone at that period saw the importance of resource conservation. Therefore, the colonial government of India never tried to conserve resources.
