why is electromagnetic waves not deflected by electrical and magnetic feild

According to photon theory ,electromagnetic radiation consists of photon which are changeless particles. therefore they are not deflected by electric or magnetic fields.

electrical fiel and magnetic field is perpendicular to each other olways. in electromagnetic wave photons travels in both nature like magnetic and electrical thus whenever it reaches electrical or mgnetic fild it not get effected and continue to its path as perpendicular forces cant effect each other
