Why is evaporation called surface phenomenon whereas boiling is a bulk phenomenon?

In evaporation the molecules of the liquid present on the surface of the liquid leave the liquid state and change into vapour state. Thus, evaporation is a surface phenomena. While during boiling, heat is being supplied to the liquid and gets distributed in the bulk of the liquid due  to convention. Therefore, boiling is bull phenomena.

Because only surface is in contact with air and absorbs heat.

Because on heating whole bulk is in contact with falme and absorbs heat.
