Gulliver is reminded of the Lilliputians at the sight of reapers because of the realization that struck him. He at once sensed that he is like one of "Lilliputians" for the giants. It shows the fickle nature of human existence. Nothing is "absolute" in the human world. It can change with the perspectives, like the size of Gulliver.
