Why is hoarding a unfair trade practice?

hoarding is a way of creating an artificial shortage of goods to the consumers. since the demand of those goods are high among the consumers but the availabiliity is low due to hoarding as a result the price increases and the consumers have to buy those goods at a much hiigher price than their actual price even if they ont like it.... thus it is an unfair trade practice
