why is it that at the state level,the chief minister is the head of the government and the governor is the head of the state?

a. It is important to note that The governor in a state just like the President of India , is the ceremonial head.

b, We have a parliamentary system , where President and governor are the nominal head .

c.. Since the Governor is not directly elected by the people, he remains the nominal head of the state.The Governor is a constitutional head of the state who is the appointed by the President. He is the central nominee he is answerable to the Centre for upholding the constitutional sanctity of the state

d. Real powers are vested with the chief minister who is the  leader of the majority party in the  State assembly which is directly elected by the people.
