Why is the period from 1793 to 1794 referred as the reign of terror

Robespierre undertook a policy of severe control and punishment between 1793 and 1794. The period is therefore,  referred to  as the Reign of Terror. During this time, all those who criticised  Robespierre or viewed him as enemies of the Republic were arrested, imprisoned and tried by a revolutionary tribunal. Those who faced the brunt of his actions were ex-nobles, clergy, members of other political parties and even members of his own party who did not agree with him. On being found guilty, those under trial were guillotined.  Under his reign, meat and bread were rationed and peasants were forced to transport and sell their grain to the cities at prices fixed by the government. Expensive white flour was banned and citizens were required to eat loaf made of whole wheat. Churches were shut down and their buildings were converted into barracks or offices.
