why is the president of india called the nominal head of the state ?

the president of india is a noinal head as he/she didn't take all the major decisions of the country .all major decision are taken up by prime minister so he is our main head.

PRESIDENT IS CALLED AS THE NOMINAL HEAD BECAUSE ALL THE MEMBER OF COUNCIL ARE SELECTED BY HIM ON THE ADVICE OF PRIME MINISTER. HE ALSO CAN NOT REJECT ANY BILL THAT IS PASSED BY PARLIAMENT SECOND TIME .

The president on advice by the council of ministers exercises all his powers.When the Parliament passes a bill it sends the bill to the president for the assent.If the president finds any flaws he can write few suggestions and ask the Parliament to change according to the suggestions.The Parliament may or may not change the bill according to the suggestions.Again the second time when the bill is sent back he can ask them to change once again.But once the bill is sent back without any changes then the president has to give an assent.Hence,the president is also called the rubber stamp or the nominal head of the country

This ensures that he can be seen to represent the entire country but cannot command the popular mandate that the prime minister enjoys.

the president can only use his formal powers only when the council of ministers give him an order to do so.

the president can ask the ministers to reconsider their decision but if the same advice is given again he is bound to act according to it.

the prime ministers uses her discretion only when no party has a majority in the parliament after the elections.
