Why Peggy is not called cruel?

Dear Student,
Peggy was Maddie's best friend. She always stood up with Maddie when she teased Wanda for her poverty, even though she didn't like it. Peggy herself was poor too. She therefore had realised what Wanda must have gone through in the school. She never intentionally hurt Wanda unlike Maddie and other students. Wanda's leaving school had deeply shaken Peggy that she couldn't sleep for a night when she left them and went to another city. All these incidents prove that Peggy was not cruel.
