Why pseudo noble gas configuration has more polarising power than noble gas configuration?

The cation with noble gas configuration has high no of electrons in valence shell that produce greater shielding effect and hence lower polarising power than a cation with incomplete valence shell electron configuration. 
E.g. Hg2([Xe] 4f14 5d10, r+ = 102 pm) is more polarising than Ca2+ ([Ar] , r+ = 100 pm)
