why staffing is considered as generic function of management?

Generic means not specific , staffing function is perform by all manager whether he is belong to top management ,middle level management or lower level management . he may associated    with  production department ,or sales department or marketing department he has to perform staffing function for smooth running of his department and full filling his departments man power requirement.
