Why the Roots seems to be the major source of cytokinin sythesis?

Cytokinin synthesis is higher in growing roots. Cytokinin controls growth of roots and aerial parts of plants. Cytokinin is transferred to other parts of the plant through xylem vessel therefore mostly cytokinin formation occur in roots.
