Why there is no need of anhydrous ZnCl2 in formation of tert-butyl chloride from tert-butyl alcohol (3? alcohol) whereas in 1? and 2? we need anhydrous ZnCl2 for breakage of C-O bond ?

Please explain in detail and make my concept clear .
