Strong wind and heavy rain is one of the usual feature of tropical rain forest, and these are one of the main reason for thunderstorm to occur. In tropical rain forest warm moist air collides with cooler air present in higher altitude, which also results in frequent thunderstorms.
Also, Cyclones need the moisture from the sea in order to form the huge clouds.
So, Thunderstorm or Cyclone does not occur in Shimla.
