Why we able to see magnifined by the filled water bottle ?

This happens due to refraction phenomenon. Light is refracted ('bent') as it passes from water into the air. This happens because of the different refractive index of two mediums. When light passes from one medium into a second medium, it bends and refraction takes place. The refraction occurs only at the boundary. Once the light has crossed the boundary between the two media, it continues to travel in a straight line. The direction of that line is different than it was in the former medium. Therefore, when viewing an object it appears to be raised. Secondly, refraction also creates a magnifying effect, just like the lens in a magnifying glass or a telescope, so everything looks bigger/closer than its actual size/depth.
