The cat is drinking milk.

In this sentence we can know that the present action done by cat is drinking milk.It has not yet stopped to drink them.So we can say it is Present continous tense.  Structure: V1+ is/are/am+ v1+i ng+ object/ compliment.

 Apart from the answer given by Pangamahita ( which is a very good answer for a present continuous tense), its also required to state the initial time (or condition) when the work started or the duration for which the given work is being continued. For example:

I am doing exercise since morning.

Or

He is studying in the same class for two years.

Also notice the use of 'since' and 'for'. Since is used when we refer to a certain time or an incident or a condition when the given work started. For is used when we refer to the duration for which the given work is being done.
