Dear Student,
a. At the village level, there is a Gram Panchayat in each village or a group of villages comprising of villagers, it also has ward members referred as Panchs and the President who is known as the Sarpanch.
b. The panchs are elected by the members of the Panchayat.
c. The working of the gram panchayat is supervised by Gram sabha. It is the Gram Sabha which comprises of all the adult members of the village anyone who is above the age of 18 is the member of Gram Sabha and has right to vote.
d. Gram Sabha among them elects the members of the Gram Panchayat . The panchayat is answerable and accountable to the Gram Sabha.The Sabha approves the annual plans, budget of the panchayat.
e. Gram Panchayat's main sources of funds are :
i. Land revenue collected from the villages
ii. Loans sought from union and state governments
iii. Grants from Zilla Parishad.
iv. Money which it collects as gifts also is a source of finance for Panchayats.
