Arguments against the motion "City development cannot take place without destroying communities and lifestyles" are:

1) At first, it is required to decode the word " development" in this context. Development may mean different for different people. So,it is important to focus as to whose developmental goal is the city development targeting at.  

2) Secondly, it is imperative to recognise if the city development is taking place externally or internally. Meaning to say, do the communities themselves want some changes in their lifetsyles(internally) or the authorities are forcibly destroying their lifestyles.(externally). If the communities demand radical or revolutionary restructuration, then it would be legitimate.

3) It is also said, "Nothing is more certain than change". So, if the society has to grow, it has to be dynamic and open for changes. Hence, with time the communities have to pay the cost of development by shedding off their archaic lifestyles/ norms.
