 if the line 2x + 3y + C = 0 passes through the origin then,
x = 0
y = 0
  Now,
          2x + 3y + C = 0
          ( 2 * 0 ) + ( 3 * 0 ) + C = 0
         0 + 0 + C = 0
Which implies that,
         C = 0
