in the chapter understanding our criminal justice system I notice that FIR is a word that does not start with the vowel but still it is said an FIR is lodged etc. Why is it so please explain.

Dear Student,

The sound that occurs while pronouncing FIR makes it applicable to write 'an' before FIR. Because when we pronounce 'F', the sound of vowel 'a' comes first. And it is a rule in English to write an before any vowel.
