Yes. Actually pure water does not conduct electricity as it's a covalent compound. It's structural formula is like this: H-O-H. So here no ions are found. But if a small amount of impurity(ionic compound) is added, the compound H2O ionizes into H+ and OH- and therefore the solution conducts electricity.
But pure water will conduct electricity when the electron potential difference(voltage) exceeds a particular value but will not conduct below this value. This value depends on the pressure, temperature and the distance between the terminals + and -.
But a solution of water mixed with a small amount of ionic compound will conduct electricity.
